The United States' immigration laws are administered by the INS (Immigration and Naturalization Service), which has been called "the worst-run U.S. government agency."  The laws and regulations have been written by many different people at many different times for many different purposes.  In addition, immigration is the subject of intense political argument.  The result is a hodge-podge of statutes, regulations and implementation policies which have little or no over-arching philosophy or logic.  For that reason, the effects of laws, regulations and policies is somewhat random and can change from time to time.
